New smoking ban up for vote in CA......must look!

I was just watching Fox and they had a spot about a new smoking ban up for vote in CA. It would ban cigarettes EVERYWHERE except in your car, and in a DETACHED single family home! This is up for a vote in only ONE twon.
They also said congress is looking to pass a law that would make tobacco a controlled substance and to be under FDA rule.
My question is, do all these new rules, laws and bans apply to cigars as well? Even though there are no additives?
