I can do them pretty good if the air is still, but if there is any sort of breeze or draft, it gets difficult.
I do find myself constantly trying to blow smoke rings about every time I smoke though. It takes practice.
Back when I was bartending (and a heavy cigarette smoker) I could send a smaller smoke ring through a larger one...I thought I was so cool. A hot girl came in one night so I struck up a conversation with her and let loose with my super cool double smoke ring move...and got a big ol' eyeroll.
Luckily she married me anyway.
That's hilarious! I thought I was the coolest thing when I took this girl out and was trying to teach her how to throw darts so I grabbed a dart, showed her the right way to hold it and then nailed a bullseye. Yeah, she married me.
And as for the smoke ring thing, still working on it. I smoke outside so it's tough to get them good. Depends on how thick the smoke is too.

Veteran smokers note that in order to blow a good smoke ring, you will need to create dense smoke. Draw a deep, dense smoke puff into your mouth. Hold the smoke there and then open your mouth slowly and deliberately. Open your mouth, shaping your lips into a rounded ‘O.’ and pull your tongue back as you expel the smoke.
Keep in mind that you are not exhaling the smoke, but simply pushing it out of your mouth. Also keep in mind that this maneuver will not work if there is even a slight breeze in the air. Make sure you try it in a location with still calm air.

Oh, and the advice I received and passed to Chris was draw a good amount of thick smoke (the thicker the smoke the easier it is) and then hold your mouth like you're trying to close your it around a baseball, leaving a very small hole in your lips. Then just kinda flick your tongue and/or more your jaw just the slightest amount and it should send a tiny puff of smoke out and if you were holding your lips right a ring should form. The mouth movement is the trickiest part of it for me. The best bit of advice is DO NOT BLOW any air!!!! All that will do, even with the tiniest movement of air I've found, is blow smoke out of your mouth.
But don't get me wrong. I only recently got 'em myself so I'm far from an expert. That's just how I was told and then worked it out.
