People with 0 posts being able to send PM's to anyone

Can this possibly be turned off, please?

I suspect that I'm not the only Canadian who got a PM today.

I suspect that it would be entertainment for all if that person was forced to post publicly, especially if the person included those 'from' Cape Breton ...

ETA: by 0 posts, I mean people who can't post, but can still send PM's.
