Well i just finished making my own bullet cutter and it cost less than 50 cents to make......what did i use you ask.....a bullet casing. If you have a rifle or know of anyone who does all you need is either a spent case(which you might want to clean before using), or an new case used for reloading. I use a .25-06 case. This means that the hole it will cut is about .25" wide. If you want a bigger/smaller hole, then find the right case. Also, because they are not really sharp enough to cut with i used a grinder wheel to sharpen the end, this could also be done with a file by slowly rotating the bullet while pulling it across the file. Another added advantage is that a rifle bullet is necked down at the cutter end so that you won't have to worry about plugging it up any time soon.
Just imagine what the poker buddies will do when you whip this cutter out of your pocket. Hope some of you can have fun with this idea.
