I gave you the only answer you need.
First off, you never mention where these cigars and cigarettes will be "exported" to. If it's anywhere in the USA, just use USPS Priority mail, no questions asked. If it's international, why are you asking about export laws for Texas?
This is a community, and a relatively small one, spanning several different boards. It is generally expected to introduce yourself when you step into someones home. We are ALL very nice people here, and the system in place for keeping things that way works very well. We all look out for one another, and are not shy to out someone who obviously didn't bother to read the forum rules.
You want to be accepted here? tell us a bit about yourself, it doesn't have to be a life story. Read the forum rules, use the search function, and be sure to grow some thick skin. If you get all butt-hurt over the response you 've got so far, you're in for a rough ride here!

Certainly you can see how the members of this board watch each others backs. A little search will yield numerous times newbies have boorishly been pushy. Your question was also a bit vague. I don't know that anyone here (unless they were from Israel) would be able to properly answer your question.
Your friend will have to fill out a customs form at the post office when he goes to send it. There he will be asked to fill out the contents of the package, a correct senders and receivers address, and approximate value. This is common for all exported packages outside of the US - even US to Canada.
Receiving the package is a whole different story. But I'm a librarian. I find information. Undoubtedly, you will have to pay some kind of duty tax on the tobacco. Can you legally import it? Yes, you probably can, but I can't say 100% for sure. There is no trade embargo between our countries.
Here's the thing....
We know about cigars, and we know about how to ship to each other. As stated above, just put it in a package and mail it. Not being experts in shipping, that's what we all do. If you need or care about specific laws and restrictions, you need to go to your shipper.
Your first post indicated that you wanted to mail a package with tobacco somewhere... you didn't say where, why, who you were or if you were interested in joining the community. You apparently are interested in laws relating to shipping tobacco from Texas to Israel. That's not what we talk about here. It's kind of like going to a gaming board to try to figure out how to fix your computer.
People come to forums and usually introduce themselves before they start throwing out off-the-wall questions. If you want to be part of the forum, fine. Tell us about yourself, where you live, what you smoke, etc., and learn a little about this place. The guys here can answer just about any question you have about cigars, but we don't know any details about shipping, except that we put stuff in a box, put an address on it and mail it.
In all honesty, my response was put out there to see how you responded. Now I know.
