It's pretty fool proof. Salt and water in a closed environment creates 75Rh. Check this link out. Take note that Sodium Chloride(the salt you are using) is pretty much at 75% across the board ate all temperatures. You might want to re-calibrate just to make sure they was no human error. When I calibrate mine I double ziplock bag to make sure there is no air flow in or out.
Who knows? when it was in the factory the knob may have been turned all the way down on causing such a low reading. At least you have one you can adjust. instead of having to remember to add 17% every time you check it.
