Oh geez dude, wrong again.

Peltier cooling is basically electronic cooling and it works 100% of the time, as long as it has power and doesn't fail. It won't turn itself off and on because the intense change in temps will ruin your system. It super cools one side while it releases the intense heat on the other. Condensation (or "sweat" as you refer to it) is formed because of the close proximity of super heat and super cold. To put it in simple terms, it's kind of like a thunderstorm with hot and cold fronts moving together to generate rain. There are ways to mitigate this due to water and electronics not mixing well.

And you do realize that 37C is normal body temp, so 40C is like 107F?
