When do they come out? Do they come out this year? What's the deal? Silo said they are released in May, and there is no info on Tatuaje Nation website.

They came out years ago. IIRC (I could well be mistaken on some of the details) there was an original jar release, and then they were sold in very limited numbers in bundles. Pete Johnson apparently uses them as his give-away cigar at events.
