Most businesses and even public buildings used to force people outside and now they're taking it one step further and not allowing smoking on the property so from where I'm from (that would be Connecticut, not Nova Scotia, contrary to popular belief) it's rare to even see businesses and public buildings allowing smoking on the property.
Now that you mention it, you're probably right in that the South Windsor Post Office lets their employees smoke outside the building instead of not allowing smoking on the property. In Connecticut, that's a rare thing these days which is why I figured the sign meant NO SMOKING on the whole grounds of the Post Office property.
