I don't like to be the first one to my knowledge to call one of these out, but you really didn't read the rules, follow the directions, pay attention to what people are talking about around here, and meet the requirements of this PIF. You may have scratched the bare minimum in a monetary sense, but to me, there are no "classy" sticks in here.

That said, I'm just going to move forward here and say:

This is just sad. Thankfully there are enough members on this forum who "get it" and more than make up for the the "Gary's" who only joined this forum for what they can get out of it. Thanks Will for taking one for the team, I doubt many who have been paying any attention are surprised by what you received. Disappointed, yes - surprised, no.
