How long have you had the cigars in there and how full is the humidor? Though it will take time for them to absorb the humidity. Does your humidor have a tray or wooden dividers? You can let these sit out to dry and then put them back in to absorb the extra humidity.
Also what kind of hydrometer are you using?
It can drive you crazy, I know. The same happened to me when I setup my humidor and first cooler. Just be patient.

Where do you live? Living in New Orleans, I fuss and fight with high humidity very often. I may be able to advise you if you live in a high humidity environment, but if you live a dryer area, my advice might be useless.
Mine took a while to mellow out too. Through a couple non high dollar sticks in there and see how it does after a few days. Since it is high you can open it often to help drop the humidity down. Really i think it just takes some time, dont sweat it to much just let it do its thing.
