YMMV, but my experience (as a Canadian) in talking to Canada Post, Canada Border Services Agency, and the Ontario Ministry of Revenue, has been that nobody gives a flying f*ck as long as you keep it under 250 cigars (5 'units') a year, all cigars are from individuals (i.e., not shipped from a company), there is no other tobacco product (especially cigarettes), and the cigars in each shipment are declared as gifts with a declared value of $20 CA or less. YMMV.

I didn't know that Canada Customs would allow so many cigars if they're being sent by a private citizen. That's great to know!
