I think it's blinking neon, and it's permanent. Of course, there's one of these:

on either end of the sign.

Maybe it just says, in neon "Free Dipshit Ass-Rippings Inside!"

I tried growing tobacco about 20 years ago, but couldn't get the seeds to germinate. Never tried again and eventually lost the desire.
