Victory Cigar & Bar is in Sudbury, MA, 'bout an hour and a half from you and an hour an a half from me.
It looks like he just made the bands himself. There was a guy either on CigarPass and/or BananaLand a long, long time ago that was making custom cigar bands for people. He made me some for my "Set Back Club" which is a bunch of guys I play cards with that I went to high school with.
