Ive crossed at two different points in Maine and its been the same setup. You can get cigarettes, booze and perfume but not a cigar to be found in the duty free shops. Somewhat suprisingly there arent even any smoke shops near the border...just a Tim Horton's on every corner.

When I was in college in MI I know there were many places in Windsor to get cigars. However, thinking back to the types of stores and the types of proprietors I highly doubt they were legit.
