Yeah I haven't heard of a blue banded Davidoff, but there are still a few cigars floating around from when they were producing in Cuba before like 1973. It's possible it could be old school if the taste was there.
Like labmonkey says, could be a fake. It wouldn't be hard to fool someone, you can take an
Alec Bradley Special Blend or an
Alec Bradley Pryme Gold, which are reported to both be made in the Davidoff factories from davidoff seconds and slap a different label on them.
Taste pretty similar for a fraction of the price! Not a bad way to fake someone out if you wanted to mark-up the price on the Bradley's and sell as something else.
