Why don't you just report him to paypal anyway without buying the cigars. I'm sure paypal will be more than happy to shut down his account seeing that he intends to use paypal for the sale of tobacco, at least they will give him a hard time with any paypal payement he recieves (all you would have to do is direct paypal to the post and I'm sure they would do the rest).
