WOXOF pointed me to the Firebird by Colibri. It can be found at WalMart in the camping section. Runs about $12 and there's fluid right next to it. Worked fine in the wind. Now if I could only find it.

Blazer torches for something in your pocket - best lighter on the market IMHO (and originally for welders to let you know how durable ti is).
