It can happen during "curing". The brown leves are sewn together and hung over poles in a curing barn. It is here that they turn from brown to green but if the stitching is too tight or leaves stick together then the colour change doesn't happen at that point in the leaf.
Doesn't affect flavour of the cigar so dont worry
