They generally guarantee shipping in the states so they don't want to get in to issues when customs tags your order. Also it's some of the credit protect rules. In oz you can reclaim the money after customs snatches the order. Furthermore, nothing in the states is contraband in oz so the only incentive to order from the US is tax avoidance therefore the incentive is yours not theirs.
