Canadian residents can play. We would get hit by the american taxes initially, but you would get it all back. Lotto winnings in canada are not taxable, so a 30 million dollar win equals 30 million in the bank. Same as when a Canadian hits big in Vegas. You pay the American taxes up front, but when you get back to Canada you get it all back.
