I have precut lots of cigars, either on purpose or accidently (interrupted right after a cigar was cut and put the cut cigar away to be forgotten). Never noticed any effect positive or negative to precutting.
Quick calculation shows that a person could fit a little over 325 gars (loose, out of the box) in a standard 14x22x9 airline carry-on bag. Course this would vary depending on the size of the cigars.
Generally there is always something, somewhere available to cut one cigar (teeth, fingernail, cap to a pen, etc.). If you need to cut 325 gars at your destination perhaps something will be available at an airport gift shop which can be used to clip cigars.
