It's actually more the norm than the exception and it seems to be a good thing, in my opinion. Every B&M does it that I have ever walked into. There are usually a few boxes with a sticker that says 2 per day per customer. I couldn't understand it either at first, but it is nice to be able to walk into a B&M and actually find some pretty interesting stuff. Besides, I probably wouldn't want to buy a box of $25 sticks anyway. If I find something I like, I usually go get a box on the internet for a lot less than the B&M can afford to offer it to me for. But because of the policy I tend to walk into the local B&M more often than I would just to see what they've received in the past week or two. And, of course, once I'm in there I never leave without something.
So, it's actually good for the business (more traffic) and good for the customer (better opportunity to try some of the harder to get stuff,) although I think that Fuente probably overdoes it a bit with their limited releases.
