I think I understand what you are getting at. Registering the room is basically just a way to keep hooligans out. It gives the founder of the room and anyone he/she designates admin powers to kick/ban people. The catch is that if the room is inactive for 30 days, then the registration expires and the room is available again. I went ahead and registered #cigars. If anyone is interested in getting magic admin powers, I can run you through the steps to register your nickname and some basic commands. Registering only takes about a minute.
As for people coming by just to see who is in the room, if we all just agree on a single room, then anyone can pop in at any time see what's going on.
