At a little less than 3 bucks a stick, I would consider these one of the best buys for a smooth, medium bodied smoke. The Oliva Serie G Corona.

After that, for a spicier smoke, I like the Montecristo Peruvian Buena Fortuna. Under $4 and about as cheap as you can find a Monte. (They also have a special going now with a free humidor and lighter that comes with it.)

For the money, the Chateau Fuente, and just about any Sancho Panza you can find are pretty decent too.
Onyx Reserve No 4. 20 for 50 regular price thats 2.5 a piece, better than most premos I have tried.

Any of the 5 Vegas cigars........
Oliva G maduro's are pretty good for a non bundle cheap cigar definitely
I agree with the Oliva Serie G - I smoke one everytime I'm shooting pool, usually once or twice a week. For a bit less the 5 Vegas Classic is a great smoke as well. There are some good house brands out there as well. I find a certain Corojo Label for $2.50 is just awesome.
The CAO Brazilia is also a steal imo at around 5bux and some change.
Remember, today is the tomorrow you worried about yesterday.

Sancho Panza Dbl Mad. and E.F. are both good tasting smokes and cheap.
