Try disconnecting the negative terminal of the battery and leaving it for a few minutes. This should reset the computer and hopefully the anti-theft as well.

That may do the trick, or pulling the fuse & the relay for the alarm, but sometimes they wont start after doing that, alot of it is computer controlled and need the key fob to disable it. If you /her plan on keeping the car i would get another key from Toyota (quick) or even ebay (days,weeks). Or just call a toyo dealer (but its better to go in and talk with the "service writer") and ask him how to undo the alarm or set the code on the key fob if you get one from ebay.

There are lots of posts about programming additional remotes. I'm sure there's a way to disable it as well. Is there a black box with a green button under the driver's seat?

I don't know if this will work for a Toyota, but my daughter has a Nissan 240, and for some strange reason she has to either unlock her passenger side door, or open her trunk before she unlocks her driver's side door or starts the car. We bought the car used without the keyless fob, and about 3 months after we got it, it started acting up. I have no idea if this will work, but for a Nissan it works.
