I agree with Ash. I would spend some time getting to know him on a personal and work level. That way you develop a relationship with someone higher up on the food chain which may be helpful down the road. If it were me I wouldn't ask for the ISOM's either. Perhaps through getting to know the guy he will end up giving them to you, if not, at least you built another professional relationship.

He needs you to remove those cigars from his humi -- he has health issues and a weak will -- he knows he'll smoke them all -- he knows he can't bring himself to get rid of them -- HE NEEDS YOU TO DO THE RIGHT THING. I don't think (from what I'm reading) that the offer was out there. I think he intimated he had ISOM's in the humi - and that he was no longer smoking cigars. Maybe it's a bit of a goad on the manager's side, but it would be wise to consider all options before openly asking for a cigar.

If its a simple desktop, it might have a dozen or two sticks in it and they are most likely drying out. Offer to purchase them for a fair price. He'll most likely then just grab the humi and hand it to you. Worst case, you'll be out a fair price for what are most likely nice sticks.
