I doubt you'll ever see a ceramic blade cigar cutter. Ceramic knives are great for the kitchen because they don't dull nearly as quickly as steel knives, but they are very expensive, and very brittle. It is very easy to break a ceramic knife. It doesn't seem practical to me to use a ceramic blade in something that gets put into pockets and passed around as much as a cutter does.
